NADRA’s Massive Smart Card Acquisition Raises Security Concerns

According to a national newspaper, the National Database and Registration Authority (NADRA) obtained 30 million smart cards without first receiving security clearance from government intelligence services for the final chosen bidder. According to the Auditor General of Pakistan’s audit report for the tax year 2022–23, it was noticed that during the examination of the procurement file concerning 30 million smart cards, the administration was required to obtain security clearance from the Government of Pakistan’s security agencies for the final selected bidder, according to the media outlet.

The study stated that the lack of security clearance suggested that such clearance was not acquired from security services. It further stated that after examining the bids submitted by bidders, management neglected to verify the bidding documents and accompanying reference letters to assure their legitimacy and completeness.

NADRA said that it informed AGP that “about clause 11.6 of the bidding document, the selected bidder’s security clearance was not essential.” Furthermore, the selected bidder is the present provider of smart cards.”

However, citizens are concerned about the risks of unauthorized access to personal data, such as identity theft and fraud. The lack of sufficient security measures compromises their privacy and security.

NADRA officials have acknowledged the seriousness of the problem and pledged to resolve it swiftly. They inform the public that they are trying to strengthen security and assure compliance with all applicable rules.
